The employee performs the following functions:
- Prepares legal act projects regulating financial management and accounting arrangements for the Chief Archivist of Lithuania's Office (LVAT).
- Contributes, within their competence, to the preparation of legal act projects related to the management of archival documents assigned to municipalities by the state.
- Submits accounting documents and related information required for the accounting of LVAT to the National Centre of Shared Functions.
- Registers received invoices and forwards them to the National Centre of Shared Functions.
- Monitors and controls the management of LVAT accounting documents according to the software used.
- Conducts current and subsequent financial control of LVAT financial documents.
- Manages the accounting of LVAT property.
- Calculates the state budget funds needed to perform the function of managing archival documents assigned to municipalities by the state.
- Analyzes reports submitted by municipal administrations.
- Analyzes annual and quarterly reports of staff and wage plan execution submitted by state archives and participates in compiling summaries.
- Provides information and consultations to state archives within their competence.
- Prepares certificates on the taxable income for state social insurance pensions of former employees whose payroll cards are stored in the LVAT archive.
- Participates in preparing the LVAT strategic action plan – compiles funding requirement calculations submitted by state archives.
- Executes other non-permanent tasks related to LVAT functions as assigned by the Chief Archivist of Lithuania and the department head to achieve departmental goals.
The employee holding these positions must meet the following special requirements:
- Have a university degree in economics (not lower than a bachelor's qualification degree) or an equivalent higher education qualification.
- Have at least two years of work experience in accounting.
- Be knowledgeable in Public Sector Accounting and Financial Reporting Standards (PSAFRS), other laws of the Republic of Lithuania, and legal acts regulating financial management, accounting, and tax administration.
- Have computer literacy skills (proficient in using Microsoft Office suite, State Budget Accounting and Payment System (VBAMS), accounting software DB "Apskaita", standardized Financial Management and Accounting Information System (FMAIS) according to PSAFRS requirements, AB "Swedbank" electronic services program, etc.).
- Be able to manage, accumulate, systematize, summarize information, and draw conclusions.
- Be able to independently choose work methods, plan, and organize their work.
