The employee performs the following functions:
Submits proposals to the Chief Archivist of Lithuania regarding the formulation and implementation of policy in the field of financial management and accounting, as well as regarding the financing of the Office of the Chief Archivist of Lithuania (hereinafter – LVAT) and state archives in the preparation of strategic plans.
Drafts legal acts regulating financial management and accounting within LVAT.
Within the scope of competence, contributes to the drafting of legal acts related to the performance of the function of managing archival documents assigned by the state to municipalities.
Calculates the need for state budget funds required for the performance of the function of managing archival documents assigned by the state to municipalities.
Analyses reports submitted by municipal administrations.
Carries out current and ex post financial control within LVAT or, where necessary, coordinates the performance of current and ex post financial control.
Supervises the use of funds and accounting in LVAT and state archives.
Maintains accounting records of LVAT assets.
Coordinates the implementation of payment procedures.
Controls the management of LVAT accounting documents.
Prepares draft programme budget estimates and submits proposals on the priorities for the use of allocated appropriations.
Prepares documents related to financial management or, where necessary, coordinates the preparation of documents related to financial management.
Analyses quarterly and annual budget programme execution reports submitted by state archives.
Analyses annual and quarterly staffing and payroll plan execution reports submitted by state archives and participates in the preparation of consolidated reports.
Performs calculations and forecasting or, where necessary, coordinates the performance of calculations and forecasting.
Registers received invoices and forwards them to the National Centre of General Functions.
Monitors and controls the management of LVAT accounting documents using the relevant software systems.
In accordance with the established procedure and within the prescribed deadlines, submits to the National Centre of General Functions the accounting documents and other related information required for maintaining LVAT accounting records, and also provides the necessary financial documents and information to other institutions.
Advises state archives on accounting matters and, where necessary, within the scope of competence, gives instructions to the responsible employees of the archives.
Within the scope of competence, participates in the preparation of LVAT strategic and annual activity plans and reports.
Deputises for the Head of the Division during his or her absence.
Carries out other non-permanent assignments related to the functions of LVAT as given by the Head of the Division and the Chief Archivist of Lithuania in order to achieve LVAT’s strategic objectives.
The employee holding these positions must meet the following special requirements:
To have a higher university education in economics, management and business administration, public administration, or accounting, or education recognised as equivalent by a competent authority.
To have at least 2 years of professional experience in the field of financial management and/or accounting.
To have knowledge of the legal acts regulating financial management and accounting.
To be able to use the information systems, registers, and software necessary for the performance of duties.
To possess computer literacy skills.
To be able to manage, collect, systematise, and summarise information, draw conclusions, identify and analyse problems, and find solutions to them.
